The bill (Reg. No. 11259) suggests introducing a system of collecting, removal, disposal and utilization of out-of-service wheeled vehicles of M and N categories (motor cars, auto-trucks, dual-purpose vehicles, buses and special vehicles), as well as by-products produced in the process of recycling. The bill suggests reducing negative impact of such by-products on the environment and public health.

The Committee members believe that implementation of bill provisions will promote creation of effective system of handling with out-of-service vehicles; increase sate control in the sphere pertaining to collection, removal, disposal and utilization of by-products; decrease the level of negative impact on environment and public health.
