The bill (Reg. No. 9625) suggests settling public relations connected with creation, functioning and development of professional qualifications in Ukraine as well as extending application of the law to relation arising on the labour market between employers and/or their organizations (associations), central body of executive power in the sphere of regulating professional qualifications, sectoral (intersectoral) councils on qualification development and professional skills development, qualification centers, central bodies of executive power, NGOs, and persons while developing professional standards, assigning and verifying professional qualifications, assessing and recognizing person’s competence which he/she acquires for professional development.
The bill provides terminological definition of certain terms: “sectoral (intersectoral) councils on qualification development and professional skills development strategy”, “professional standard”, “regulated profession”, etc.
The bill stipulates that “state policy in the sphere of regulating professional qualifications is realized by the central body of executive power, the activity of which is directed and coordinated by the Cabinet of Ministers of Ukraine through the central body of executive power in the sphere of social policy”.
The Committee noted that while preparing the bill for the second reading 52 suggestions from the people’s deputies were received; 47 of which were taken into account and 5 – rejected.
The Committee approved the text of the comparative table with suggestions and remarks by the people’s deputies and recommends that the Verkhovna Rada should adopt it in the second reading and in entirety.
