The bill (Reg. No.11260) aims at elaboration and implementation of comprehensive approach to create and develop the system of vehicle utilization through simultaneous implementation of the Law “On Disposal of Out-of-Service Vehicles” that determines the system of collecting, removal, disposal and utilization of unusable vehicles, and the Law “To amend the Tax Code of Ukraine re payment of environmental tax for disposal of out-of-service vehicles” aiming at settling financial issues.
It is suggested to expand the tax base of environmental tax through imposing it for disposal of out-of-service vehicles of M and N categories (motor cars, auto-trucks, dual-purpose vehicles, buses and special vehicles).
The document determines the list of environmental tax payers and the amount of environmental tax.
The Committee mentioned that implementation of the environmental tax for disposal of out-of-service vehicles will allow for increasing direct additional revenues to the state budget in the amount of UAH 2.2 billion already in the first year after enactment.
It was emphasized that the increased need in utilization of motor vehicles requires comprehensive measures to be taken to prevent or reduce the amount of by-products, promoting implementation of low-waste and resource saving technologies, as well, as developing and supporting vehicle utilization system.
