Volodymyr Lytvyn: Election legislation should be stable and make the Verkhovna Rada responsible before the nation

In his interview to the Rada TV Channel on Thursday, the Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn stressed the necessity of having astableelection law.

 

V. Lytvyn is convinced that the election law should bindpeoples deputies to majority constituencies and to people. He noted that “if there are party lists, people should vote not for one leader and first five representatives, but for specific persons in every region, for those who represent this or that party – this could be a compromise.”  “I believe, I am convinced, that the majority voting system is better,” he said. I am steadfast in this.”

 

The Head of the Parliament called the current election lawextremely liberal”, as it allows for the unscrupulous candidates to be elected to the Parliament. “The legislation gives almost no opportunity to remove from participation in election campaign those who abuse their offices and provide invalid data, as well as those who are trying to bribe the voters,” he noted.

 

V. Lytvyn stressed that the current election legislation is of “compromise nature”; it should be “clearer and correspond to the condition of the society; it should make the Verkhovna Rada responsible before people.”

 

That said, he reminded that the law on election of peoples deputies was supported by 366 deputies and is a compromise decision.

 

Answering the questions, the Head of the Parliament said that it is positive that the Verkhovna Rada participates in organization of election process. According to him, the task of the Parliament should lie in adoption of such a law that would secure transparent election campaign, voting and vote count. V. Lytvyn stressed the importance of ensuring equal conditions for all candidates regardless of whether they are represented in the Parliament or not.
