The Committee on Industrial and Regulatory Policy and Entrepreneurship recommends that the Parliament should adopt in the second reading and in entirety the bill to amend the Law “On Licensing of Certain Kinds of Economic Activity”

The purpose of the bill (Reg. No. 9654) is to improve the system of license issue in economic activity and business by legislative determination of criteria for licensing economic activity; shorten the terms for obtaining a license by decentralizing the functions of licensing bodies; simplify the procedure of issuing license duplicates; and unify the principles and procedures for issuing licenses and their duplicates.

 

Under the document, licensing of a certain kind of economic activity shall be introduced only in case other means of state regulation are not enough, or if the activity is performed in the sphere of natural monopolies or on adjacent markets and/or may pose a threat to life and health of people, state security, and environment.

 

Members of the Committee believe that implementation of bill provisions would simplify commencement and conducting business in the areas of economic activity subject to licensing.
