The bill (Reg. No.6660) extends the provision of the Law "On Trade Unions, their Rights and Activity Guarantees" on the educatees, i.e. pupils, students of vocational technical schools, higher education establishments, postgraduates and doctorate students.
The amendments introduced to several effective provisions authorize the trade unions and their organizations to conduct collective negotiations and conclude collective agreements and treaties on behalf of the educatees, as well as take part in the state social insurance as educatees? representatives.
The bill also supplements clause 44 with a provision regarding deductions at the rate not less than 0,3% of the scholarship fund to a primary trade union organization for the aesthetic, physical culture and health protection activities.
It was noted at the meeting that provisions of the bill conform to part three of article 36 of the Constitution of Ukraine.
Members of the Committee believe that extension of the norms of the Law "On Trade Unions, their Rights and Activity Guarantees" on the educates will have positive influence on student self-government. Nevertheless, it would be relevant to take into consideration that trade unions and student self-government are different organizations and, consequently, have different rights and obligations.
