The bill (Reg. No. 11272) suggests supplementing section VI “Final and Transitional Provisions" of the Budget Code of Ukraine (2456-17) with clause 15: “Allow Kyiv City Council in 2012, as an exception, make a loan to the general budget fund of Kyiv to repay a debt for bill payments, without limitations predetermined by articles 72 and 74 of this Code”.
