The bill (Reg. No. 11161) suggests introducing additional social guarantees for the staff of state and communal educational and health care institutions in the countryside. Particularly, the bill stipulates subsidized housing at the cost of state realized by obtaining service housing (house or apartment) and interest-free long-term loan for the acquisition or construction of housing;
interest-free loan for purchase of private vehicle, etc.
It was stressed that to overcome staffing crisis in several regions the program of “local incentives” is being implemented. It stipulates:
subsidized housing and land plots;
establishing increment to earning;
realization of regional medic staff training programs, etc.
The Committee members believe that implementation of the provisions of the bill will allow for increasing wages and social protection, as well as social status of medical and educational staff; increasing the level of medical and educational services in the countryside, etc.
