The bill (Reg. No. 11159) stipulates increase of the level of responsibility of economic agents in regard to performance of requirements of environmental legislation concerning efficient and balanced use of natural resources by strengthening state control over use of natural resources that are in private ownership of economic agents and introducing their forced alienation to state or municipal property in case the economic agent violates the legal regime of their use. State registration and control of the abovementioned resources shall be assigned to the Ministry of Nature and the State Environmental Inspection.

Members of the Committee expressed a number of remarks and proposals.

Members of the Parliament believe that the idea of increasing the responsibility for violation of legal regime of natural resources use deserves support. However, considering the drawbacks of the bill, it cannot be adopted in the present version.
