The bill (Reg. No. 9404) suggests determining legal basis, organization and order of submitting for consideration and adoption of decisions in the order of local initiative to ensure the rights of the citizens of Ukraine to resolve issues of local importance.
It is planned to establish that local initiative is an official written suggestion of the citizens of Ukraine on the issues pertaining to the competence of local self-government, submitted to the respective council for consideration and adoption of a decision within the competence of the abovementioned council.
The bill
includes the provision according to which, the draft decision of the council
upheld by sufficient number of signatures of the citizens of Ukraine can serve
a basis to submit local initiative. According to the bill, local initiative is submitted to the respective council by the initiative group.
The authors of the bill believe that local initiative, submitted for consideration to the respective council should mandatory be considered during the nearest plenary meeting of the council but not later then 20 working days after it was submitted.
It is stipulated to determine that council’s decision on certain local initiatives should be within ten days submitted to the initiative group and promulgated in the order established by the Rules of Procedure of the council.
