The Verkhovna Rada of Ukraine adopted the Code of Civil Protection of Ukraine

The Code governs relations connected with protection of population, territories, environment and property from emergencies, reacting to them, functioning of a single state system of civil protection; it also determines the powers of governmental bodies, the Council of Ministers of the Autonomous Republic of Crimea, local self-government bodies, as well as rights and obligations of Ukrainian citizens, enterprises, institutions and organizations regardless their pattern of ownership.
Under the Code, civil protection is the function of the state aimed at protection of population, territories, environment and property from emergencies by their prevention and elimination of their aftermath, and by provision of assistance to the victims.
The Code determines the classification of emergencies.
To implement state policy in the sphere of social protection, a single state system of civil protection shall be created; the system shall consist of functional and territorial subsystems and their parts. Provisions on the single system of social protection and typical provisions on functional and territorial subsystems shall be approved by the Cabinet of Ministers.
The Code determines also the powers of the Cabinet of Ministers in the sphere of civil protection.
People’s deputies adopted also a respective bill to amend several legislative acts in connection with adoption of the Code of Civil Protection of Ukraine.
