The law determines main principles of legal regulation of conducting lotteries. The law stipulates that lotteries shall be a state monopoly in Ukraine; any lotteries except state lotteries that are held by operators who have obtained the right for them according to the procedure determined by the law shall be prohibited. The law contains financial and economic, organizational, and other requirements to lottery operators.
The President of Ukraine proposed eliminating contradictions of the law with budgetary legislation and bringing its provisions into conformance with the laws "On Licensing Certain Types of Economic Activity", "On Central Executive Bodies", "On Main Principles of State Supervision (Control) in Economic Activity" and "On Permit System in Economic Activity".
The respective bill was registered under No. 8652.
