The Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl Disaster recommends that the Parliament should reject the bill on reforming and improving licensing system in the field of environment, rational and non-depleting use of natural resources and ecological safety, and decrease of regulatory pressure on economic agents prepared for the second reading

The bill (Reg. No. 9139) submitted by the Cabinet of Ministers presupposes rendering Water and Forest Codes of Ukraine, laws "On Environment Protection", "On Pesticides and Agrochemicals", "On Wastes", "On Flora", "On Protection of Atmosphere Air", "On Fauna", "On the Red Book of Ukraine", "On Protection of Animals against Violence ", "On State System of Biological Security in the Process of Creating, Testing, Transporting and Using Genetically Modified Organisms" compliant with the requirements of the Law of Ukraine on "Licensing System in the Sphere of Economic Activity".

 

167 suggestions of the people?s deputies were submitted to the bill, 121 of which were taken into consideration (including partially or in the new version) and 46 suggestions were rejected.

 

Having discussed the bill, the committee members concluded that it cannot be adopted in entirety as a law.

 

It was stressed that the adoption of the bill, even in the new version, will lead to the collision of the provisions and incomplete legal regulation as the bill lacks sufficient and complete mechanisms for the implementation of its provisions.
