The Committee on National Security and Defence recommends that the Verkhovna Rada should reject the bill to amend the Law "On Secrets of State" (re removal of certain reservations in issuing permits for activities connected with secrets of state)

The bill (Reg. No. 10737), submitted by people?s deputy Yu. Voropayev, proposes that permits for activities connected with the secrets of state shall not be issued if there are no conditions for conducting such activity. Particularly, the author suggests applying this norm to the head of an enterprise or organization that is not a Ukrainian citizen or does not have access to the secret of state.

 

The respective amendments are expected to be made to article 20 of the Law "On Secrets of State".

 

Having discussed the bill and granted a hearing to the Deputy Head of the Security Service of Ukraine V. M. Porodko, members of the Committee noted that Ukrainian legislation in the sphere of state secret protection corresponds to both the Constitution of Ukraine and the standards of the European Union. They believe that practical implementation of the law may lead to unauthorized leak of secret information, illegal disclosure of state secrets and harm to national security.
