The Committee on Environmental Policy, Use of Natural Resources and Chornobyl Aftermath Mitigation recommends that the Parliament should reject the bill to amend several legislative acts of Ukraine (re optimization of powers of executive authorities in the sphere of environmental policy and use of natural resources, including those on the local level) that has been prepared for consideration in the second reading

The bill (Reg. No. 10218) harmonizes a number of legislative acts of Ukraine in the spheres of environmental protection; rational use, reproduction, and protection of natural resources (mineral resources, water, atmosphere, forests, flora, and fauna); organization, protection, and use of nature-reserve fund; treatment of waste, pesticides, and agrochemicals; formation, preservation, and use of the environmental network with the Constitution of Ukraine in part of redistribution of powers between the President of Ukraine and the Cabinet of Ministers in connection with the administrative reform.

 

In the course of preparation of the bill to the second reading, 346 proposals from people?s deputies were submitted. 156 proposals were taken into consideration (including partially and in edited versions), and 190 were rejected.

 

Having analyzed the bill prepared for the second reading, members of the Committee concluded that it remains fragmented.
