The Committee on Social Policy and Labour recommends that the Verkhovna Rada should recommit the bill to amend several legislative acts of Ukraine regarding guarantees of social protection to employees of educational and health institutions

The bill (Reg. No.10484), submitted by people?s deputies O. Vasylyev and V. Kelestyn, proposes:

 

to determine a 30% monthly bonus to teaching, research, medical and pharmaceutical staff working at state and municipal educational and healthcare institutions located in rural areas and in townships;

 

to provide teaching, medical and pharmaceutical staff working in rural areas and in townships for over 5 years with vouchers for sanatorium-resort therapy;

 

to grant teaching staff of state and municipal educational institutions, located in rural area or in townships, paid research leaves for a period up to 6 months at least once per every 10 years of continuous teaching.

 

The respective amendments shall be made to the laws "On Education", "Fundamentals of Healthcare Legislation of Ukraine", and "On Leaves".

 

In general, members of the Committee support the necessity to improve financial security and social protection of employees of state and municipal education and health care institutions in rural areas and townships; nevertheless, they expressed a number of remarks to the bill.

 

Members of the Committee noted also that implementation of the bill would require additional expenses from the state and local budgets in the amount exceeding UAH 4.1 billion a year.
