The Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn stresses that the main financial document of the state should be adopted by the present Parliament before the New Year. He said this answering the journalists? questions on Monday. "My stand is unambiguous: the state budget should be adopted by this Verkhovna Rada and this year," he said.
V.Lytvyn informed that he has had several consultations with the specialized Committee of the Parliament and the Prime Minister of Ukraine Mykola Azarov regarding formation of the main draft budget of the country. The Chairman of the Verkhovna Rada of Ukraine returned the draft Law of Ukraine on the State Budget of Ukraine for 2013 to the Cabinet of Ministers of Ukraine for more careful consideration of the abovementioned priorities due to the fact that the draft of the state budget is to include both the Main trends of the budget policy for the respective budget period, adopted by the Parliament, and the priorities of the budget policy, determined by the annual President?s letter to the Verkhovna Rada of Ukraine on internal and external situation of the state.
According to article 153 of the Rules of Procedure of the Verkhovna Rada of Ukraine, the draft Law on the State Budget of Ukraine for the next year cannot include the provisions regarding rejection or amendments to the current laws. "In the draft of the financial document there cannot be references to the laws that only are to be adopted," he said.
V.Lytvyn stressed that "even if proceeding from the formal approach information on the procedure of realization of the current budget should be submitted. This is the document on perspective figures of monetary policy that should be prepared by the National Bank of Ukraine". "It would be ideal to hear to the information on the procedure of realization of the current budget by the Accounting Chamber. Thus, it would be more evident how reasonable the draft budget figures for the next year are," V.Lytvyn summed.
V.Lytvyn drew attention to several amphibolies in the suggested draft of the state budget. Particularly, providing enterprises, organizations and institutions with privileges equal to 78 billion UAH without any explanations what sort of enterprises they are. V.Lytvyn stressed the pay raise for medical staff.
In his letter to the Cabinet of Ministers of Ukraine the Chairman of the Verkhovna rada noted that "to exercise the constitutional provision pertaining to the balanced budget it is necessary to focus efforts of the Cabinet of Ministers of Ukraine and the Verkhovna Rada of Ukraine on the adoption of the bills aimed at increasing the income part of the budget to direct additional funding of 2013 to solving most topical tasks regarding social protection of population and regional development. At the same time it is necessary to submit all the material regarding state budget and determined by article 38 of the Budget Code of Ukraine to ensure proper consideration of the abovementioned bill in the Verkhovna Rada of Ukraine".
