The Committee on Industrial and Regulatory Policy and Entrepreneurship recommends that the Parliament should recommit the draft law of Ukraine "To amend several legislative acts of Ukraine regarding implementation of state meteorological control and monitoring"

The bill (Reg.No.11090) suggests determining that in case there are no primary standards, the status of state standards can be granted to the secondary standards of enterprises pertaining to the management of the Central body of executive power in the sphere of metrology (ЦОВМ). It is possible to certify and draw results in the Autonomous Republic of Crimea, regions, the cities of Kyiv and Sevastopol, in the cities of regional importance that are basic reference standard of Ukraine but disputes regarding authority and certifying are settled by ЦОВМ, in the order determined by the Cabinet of Ministers.

 

It is suggested to amend laws "On Metrology and Metrological Activity", "On Main Principles of State Supervision (Control) of Economic Activity", "On Consumer Rights Protection" and the Code of Ukraine on Administrative Infringements (particularly article171 of the Code).

 

The Committee members upheld the legislative initiative, noting, however, that it needs significant reconsideration, taking into account remarks mentioned in the conclusion by the Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariat.
