The Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy recommends that the Verkhovna Rada should adopt as a basis the bill to amend several legislative acts of Ukraine regarding regulation of activity of economic agents in the sphere of utility services

The Committee considered two billsto amend several legislative acts of Ukraine regarding regulation of activity of economic agents in the sphere of utility services (Reg. No. 10368), submitted by peoples deputy I. Hlushchenko, and to amend several legislative acts of Ukraine regarding powers of the National Commission for State Regulation in the Sphere of Utility Services (Reg. No. 11030), submitted by the Cabinet of Ministers of Ukraine.

 

In particular, members of the Committee noted that both bills are aimed at improving the system of stimulating investment activity of economic agents, the activity of which is licensed by the Commission, which is aimed at modernization and renovation of their production facilities and decreasing power consumption in the sphere of heating supply, and centralized water supply and water disposal; ensuring predictable and transparent procedure for determining tariffs for subjects of natural monopolies and economic agents in adjacent markets in the sphere of heating supply and centralized water supply and water disposal; attraction of investors and full-scale investment possibilities of heating and water supply companies, ensuring discipline of energy supply and improving settlements for consumed energy, which would allow for stabilization of functioning of utility companies and fuel and energy complex of Ukraine.

 

The bills suggest amending the lawsOn State Regulation in the Sphere of Utility Services”, “On Heating SupplyandOn Drinking Water and Drinking Water Supplyand the bill No. 11030 to the Law of Ukraine “On Housing Services”.

 

By results of consideration, peoples deputies noted that the bill (Reg. No. 10368) requires substantial improvement and the decision concerning relevance of adopting the bill should be taken into account together with the respective conclusion of the Government.

 

Members of the Committee supported the bill under Reg. No. 11030 and believe that it should be considered together with the bill No. 10368, as they propose similar amendments to the same laws.
