The Committee on Family Matters, Youth Policy, Sports and Tourism has prepared the bill on peculiarities of state provision of youth with housing for consideration in the second reading

 The bill (Reg. No. 9290) determines legal, social, economic and organizational peculiarities of state provision of youth with housing, as well as increases efficiency of managing and financing this system.

According to the authors, it is necessary to regulate the peculiarities of: mass construction of qualitative and cheap housing; construction with employment of newest technologies on the basis of typical projects using local raw materials, materials and local products; determining, reserving, and allocating land plots for construction of housing for youth.

The document determines that main priorities of state support in providing housing to youth are:

development, approval, and implementation of the State Program to Provide Youth with Housing, and regional programs;

creation of effective financial and crediting mechanisms that would ensure economic affordability of housing for youth;

introduction of the mechanism for participation of youth, economic agents, local self-government and governmental bodies in financing construction and purchasing housing for young people;

public control of law observance by the subjects of legal relations in the sphere of state provision of housing to the youth;

creation of the necessary conditions for construction of housing by young families in rural areas;

possibility of different forms of participation of youth in housing construction organization; etc.
