National program for development of Ukrainian as the state language should be approved before the end of parliamentary elections.

The Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn stressed this answering the journalists’ questions in Zhytomyr region on Friday.

The Leader of the Parliament informed that he had a long meeting with the President of Ukraine Viktor Yanukovych yesterday, where they discussed this issue. V. Lytvyn believes that this program should stipulate, in particular, financing for publishing industry and support of artistic groups.

The stand of the Head of the State, stressed the Chairman of the Parliament, “consists in that it is necessary to approve this program before the end of election campaign and stipulate intensive financing this year, and especially in the budget for 2013.”

Touching upon the problem of amending the language legislation, V. Lytvyn informed that a number of respective bills have been registered at the Parliament, and there are “fundamental legislative initiatives” among them.

Nevertheless, he expressed the opinion that consideration of this issue would get more complicated, “as there would be attempts to place stake on political processes instead of practical results.”

The Head of the Parliament believes also that it is necessary to introduce mandatory exams in Ukrainian language and literature for school-leavers entering universities. He believes that such exams should also be taken by state officials when taking up a post.

The Chairman of the Verkhovna Rada of Ukraine noted that practical application of such law should be preceded by the analysis of financial capacities of every region. According to him, when adopting the respective decisions on the status of a language as a regional one, local authorities should proceed from possibilities of local budgets. “The decisions should be taken responsibly,” he stressed.
