Namely, the Committee plans to finalize for the second reading the bill on the local referendum.
According to the authors, the bill (Reg.No.7082) is to ensure effective regulation of legal relations arising in the process of initiating and holding of the local referendum, standardizing the rights of the citizens to initiate referendums, and prevent administrative pressure on the subjects of this process.
The bill defines the notion of "local referendum", its types, and principles of public participation, as well as issues to be introduced for referendum. According to the bill, the adoption of the decision to hold the referendum should be preceded by setting up the initiative group to collect the signatures of the citizens of Ukraine in favor of holding local referendum. The document also determines subjects initiating local referendum, settling the issues regarding creation of the initiative group, etc. It includes the norms determining organization and holding of local referendum, the procedure of voting, peculiarities of holding local consultative referendum, etc.
The Committee works upon the bill "On the Capital of Ukraine - City Hero Kyiv" (re order of establishment of the district councils). The document (Reg.No.7303) suggests determining that district councils can be set up under the resolution of the territorial community of Kyiv adopted after the local referendum, or under the resolution of the Kyiv City Council. Resolutions of the territorial community of Kyiv or the Kyiv City Council regarding establishment (non-establishment) of the district councils shall be adopted before the election process starts.
The Committee shall prepare the bill to amend several Laws of Ukraine regarding social protection of homeless for the second reading.
The bill (Reg. No. 9475) replaces the terms "homeless citizen", "specialized institution registering homeless citizens", "home for poor and homeless", etc. in the text of laws by "homeless persons", "registration center", "respective institutions registering homeless persons", "social protection institutions for homeless persons", etc. In addition, it extends the powers of local self-government bodies and local executive bodies with powers to organize and provide assistance to homeless persons.
Several documents shall be finalized for the first reading.
According to the Committee?s Working Plan, several round table discussions regarding territorial division of Ukraine, the unification of communities, as well as regarding bodies of self-organization of population shall be held.
