The Committee on Transport and Communications recommends that the Verkhovna Rada should reject the bill to amend article 36 of the Law "On Motor Transport" regarding exemption from bus terminal fee of persons entitled to free ride

The bill (Reg. No. 10081) determins that persons that are entitled to free rides by motor transport shall be exempt from bus terminal fee.

 

The Committee members noted that the implementation of the bill will lead to increase in expenditures of the State and local budgets and will worsen the financial position of bus stations.

 

People?s deputies noted that the bill lacks financial and economic grounds as well as suggestions concerning amendments to the legislative acts of Ukraine to reduce budget expenditures and / or sources of additional revenue to reach balanced budget which, in its turn, violates part one article 27 of the Budget Code of Ukraine.
