In particular, the bills: on reforming and improving licensing system in the field of environment, rational and non-depleting use of natural resources and ecological safety, and decrease of regulatory pressure on economic agents (reg.No.9139) and the bill to amend several legislative acts of Ukraine (re optimization of powers of executive authorities in the sphere of environmental policy and use of natural resources, including those on the local level) (Reg.No.10218).
Both bills stipulate the transfer of authorities regarding licensing activity and other authorities in the sphere of environmental protection from regional bodies of the Ministry of Environment to local bodies of executive power.
During the preparation for the second reading, 350 suggestions were submitted to the bill to amend several legislative acts of Ukraine (re optimization of powers of executive authorities in the sphere of environmental policy and use of natural resources, including those on the local level) the majority of which concerned renovation of the activities of the regional bodies of the Ministry of Environment.
Having discussed the bill (Reg.No.10218), the Committee noted that to take a final decision there is a need to settle several issues of conceptual character, in particular, what concerns regional bodies of the Ministry of Environment of Ukraine as well as other bodies of executive authority in the sphere of natural recourses.
The bill to amend several legislative acts of Ukraine regarding implementation of the provisions of the Convention on Environmental Impact Assessment in a Transboundary Context (Reg.No.10651) is also under consideration in the Committee.
The bill aims at establishing legal procedure for implementation of environmental impact assessment of the Espoo Convention and Aarhus Convention.
The bill also determines the procedures specially aimed at implementation of the Espoo Convention.
