The Committee on European Integration declared several bills as non-contradictive to the law of the European Union

In particular, the Committee considered the bill on electronic social card (reg.No.9792) aimed at improving the system of welfare payment through establishing of unified information and analytical system of accounting and management of social sector funds; implementation, on the basis of modern communication and information technologies, transparent mechanism of targeted social benefits implementation as well as control over amount of social benefits provided from state and local budgets.
By the subject of legal regulation the bill belongs to the sphere of labour protection and is regulated by the Treaty on the Functioning of the European Union.
The Committee concluded that the bill does not contradict to the law of the European Union, in nparticular, articles 152-155 of the Treaty.
The bill does not contradict the practice of using electronic cards by the EU Member States (in particular, European Health Insurance Card (ЕНІС) of 2004).
The Committee considered the bill (Reg.No.10541) to amend the Tax Code of Ukraine (re establishing equal conditions for imposing value added tax on certain transactions of the Agrarian Fund). The bill suggests including the Agrarian Fund of Ukraine to the list of payers of value added tax for transactions regarding supply of cereal crops of commodity headings 1001-1008.
By the subject of legal regulation the bill belongs to the sphere of taxes and is regulated by the Council Directive 2006/112/EC of 28 November 2006 on the common system of value added tax.
The Committee concluded that the bill does not contradict to the law of the European Union.
