Political crisis in the Parliament can be solved with the help of dialogue only, reaching All-Ukrainian compromise and considering the "language" issue according to the law.

Volodymyr Lytvyn said this on the TV channel "Rada" on Friday.

V.Lytvyn noted that all the parties need to calm down and start a dialogue to find the ways out of the situation, and to return the activity of the Parliament into its usual course. "I am convinced that we need to shift to a serious talk. Lots of offensive things were said. It seems to be impossible to step over this. But we need to do it," he said. "It is possible and we have to do something so that there are no winners or losers, otherwise Ukraine will loose. Opposition and split will increase," underlined the Chairman of the Parliament.

Answering the questions regarding the "language" issue, V.Lytvyn stressed that a working group should have been created from the very beginning. The group would include language experts and one representative from each faction. He said also that such group could have been created at the stage of preparation of the bill on principles of language policy for the second reading; we should have "waited for the end of the Committee?s work, and seen what the text variant suggests and maybe even brought it for society to judge". "But we lost this moment and the possibility to find a compromise which would base on the needs of the country and the task to preserve peace," he said.

The Chairman of the Parliament outlined his vision of solving the problem. He thinks that the President of Ukraine could address the Parliament with suggestion to consider specifications and additions to the document; the opposition could participate in the discussion in the session hall during consideration of the suggested amendments to the text of the bill. Then, the Chairman of the Parliament believes, all the parties of the conflict could "preserve their faces"; taking into account language interests of all regions of Ukraine could release opposition.

aAnswering the question, V.Lytvyn said that the document adopted in the session hall cannot be sent to the President for signature due to "immense violations" in the course of its adoption. "So there is a question: what law was adopted? In the first reading? No, it was not mentioned. With consideration of the Committee?s amendments? No, this was not said. That is why it cannot be sent to the President," he noted.

"The question lies not in my signature. There are huge violations which cannot be left as they are. This is a Pyrrhic victory," added the Chairman of the Verkhovna Rada.

Answering the questions regarding possible legal claims due to absence of the signature of the Chairman of the Verkhovna Rada, V.Lytvyn noted that he would not recommend initiators of such actions to start this process. "If the court starts proceedings it would have to trace to what extent the process of consideration corresponds to the Rules of Procedure. Some unforeseen and unpleasant circumstances might appear for the organizers of this process," he explained.

Answering the questions, V.Lytvyn claimed also that the fate of his statement regarding resignation "would be directly connected with the development of the situation around the "language issue".

"We need to analyze everything carefully, to step over some ambitions and realize that we have to take the responsibility, summed V.Lytvyn. We need to think about the life of our country and whether this Parliament will exist. The process of its degradation is evident but we need to ask what will happen if the institute of parliamentarism disappears as such. I am convinced that the situation will be even worse".
