The First Deputy Chairman of the Verkhovna Rada of Ukraine Adam Martyniuk opened the morning plenary meeting, and informed about the results of plenary work on July 5.
Deputies from the factions of "BYuT-Batkivshchyna" and "Our Ukraine-Self Defence" did not register to participate in the plenary meeting.
The chairman read out the deputy inquiries.
A.Martyniuk announced for consideration the statement of the Chairman of the Verkhovna Rada of Ukraine V.Lytvyn.
The representatives of the deputie?s factions took part in the discussion of the issue. The Chair of the Party of Region?s O.Yefremov said that faction considers it premature to include this issue to the agenda of the session and will not vote for it.
The representative of the People?s Party Kateryna Vashchuk informed that faction of the People?s party does not uphold the change of leadership of the Verkhovna Rada and resignation of the Speaker.
The Chairman put on vote the statement of the Chairman of the Verkhovna Rada of Ukraine V.Lytvyn.
By the results of voting, there were no affirmative votes.
People?s deputies considered the issue regarding the statement of the deputy Chairman of the Verkhovna Rada of Ukraine M.Tomenko.
Veleriy Bondyk, the representative of the Party of Regions? suggested postponing the consideration of this statement.
The issue was included into consideration by 257 votes.
A.Martyniuk noted that according to the law, the Parliament is to give an answer to this or that statement in 10 days after it was included into the agenda.
The chairman of the Party of regions? faction noted that "everything depends on Mykola Volodymyrovych today. If he withdraws his statement it would mean there is nothing to consider. If not we will have to consider it".
People?s deputies included into the agenda the following bills: on approval the decision of President of Ukraine to send peacekeeping troops for Ukraine to participate in cross-border transactions within the inter-mission cooperation between the UN Mission in Liberia and the United Nation?s Operation in Cote d'Ivoire (Reg.No.10726) and the bill to amend the Law of Ukraine "On Certain Issues of Import into the Customs Territory of Ukraine and Registration of Transport Vehicles" (re whiled vehicles).
People?s deputies for consideration of the bill on certain issues of debts of the military-industrial complex enterprises - participants of the State Group of Companies "Ukroboronprom" and provision of their sustainable development (Reg.No.10034).
The bill on the system of custodian accounting of securities was prepared for the second reading and reported by the Chair of the subcommittee of the Committee on Finance and Banking, Taxation and Customs Policy Ihor Prasolov.
People?s deputies considered the amendments to the bill and adopted it in entirety.
The Verkhovna Rada of Ukraine adopted the Law "To Amend Article 31 of the Law of Ukraine "On Waste" with consideration of proposals by the President of Ukraine.
The bill on certain issues of debts of the military-industrial complex enterprises - participants of the State Group of Companies "Ukroboronprom" and provision of their sustainable development was reported by the people?s deputy V.Zabarskyi.
The people?s deputy noted that the bill aims at settling issues connected with writing off the debts of military-industrial complex enterprises - participants of the State Group of Companies "Ukroboronprom", improve their financial and economic situation, implement mechanisms that will promote its development.
By the results of voting the bill was adopted as a basis.
Deputy Minister of Infrastructure D. Demydov presented the bill "To amend chapter XX of the Tax Code of Ukraine regarding peculiarities of collection of tax on profits of economic agents from provision of hotel services".
The head of the Committee on Finance, Banking, Tax and Customs Policy Vitaliy Khomutunnik reported that the Committee recommends that the Verkhovna Rada should adopt the bill as a basis and in entirety.
People?s deputies supported the decision of the specialized Committee by 234 votes.
Members of the Parliament considered another governmental bill included into the agenda "To amend the Law of Ukraine "On Certain Issues of Import into the Customs Territory of Ukraine and Registration of Transport Vehicles" (re wheeled vehicles).
The bill was presented by the Deputy Minister of Infrastructure D. Demydov.
The head of the Committee on Finance, Banking, Tax and Customs Policy Vitaliy Khomutynnik reported that the Committee recommends that the Verkhovna Rada should adopt the bill as a basis and in entirety.
The bill was adopted as a law by 248 votes.
The bill "On approval the decision of President of Ukraine to send peacekeeping troops for Ukraine to participate in cross-border transactions within the inter-mission cooperation between the UN Mission in Liberia and the United Nation?s Operation in Cote d'Ivoire" was presented by the Deputy Minister of Defense Volodymyr Mozharovskyi.
The Verkhovna Rada adopted the bill in entirety by 263 votes.
The Chairman informed that members of the Cabinet of Ministers headed by the Prime Minister M. Azarov are present at the meeting.
The First Deputy Chairman of the Verkhovna Rada of Ukraine A. Martyniuk delivered a speech at the closing of the tenth session. He analyzed the work of the Verkhovna Rada and cited statistical data. "Decisions concerning 736 bills were taken during this session, among them: 222 laws were supported, 71 bill was passed in the first reading, 443 bills were recommitted, rejected and excluded from consideration, 70 of them were revoked and returned to the subjects of legislative initiative," informed the First Deputy Chairman of the Verkhovna Rada of Ukraine.
A. Martyniuk said that the Code of Criminal Procedure and a number of laws regulating legislation in the sphere of economic activity, observance of human rights and improvement of their protection were passed during this session. People?s deputies considered 14 bills submitted by the President of Ukraine, 175 presented by the Cabinet of Ministers of Ukraine, 1 bill submitted by the National Bank of Ukraine, and 546 bills submitted by people?s deputies.
A. Martyniuk informed also that as of the end of the session almost thousand bills are at the Committees.
The First Deputy Chairman of the Verkhovna Rada A. Martyniuk informed that the eleventh session will start on Tuesday, September 4, 2012 and declared the tenth session of the Verkhovna Rada of the sixth convocation closed.
