Address of the Chairman of the Verkhovna Rada of Ukraine

on the occasion of the Constitution Day of Ukraine

Dear fellow-citizens!

Please, accept my sincere greetings on the Constitution Day of Ukraine.

Adoption of the Fundamental Law in 1996 marked finalization of legal formation of the Ukrainian state and became a magnificent manifestation of will of the Ukrainian nation to live in its own sovereign state, and determined the vector of civilizational development of the Ukrainian society.

Having absorbed the best samples of both national and global experience of state shaping, and basing on achievements of modern science of constitutionalism, the Constitution of Ukraine became a determinant factor in guaranteeing decent conditions for self-affirmation of the nation.

The challenges, demands and requirements of the new age require adequate reaction - rapid changes without consideration of which efficient operation of the Fundamental Law of the state, which is the highest standard of social agreement, would be impossible. This year?s celebration of the Constitution Day is symbolically combined with the start of operation of the Constitutional Assembly, the establishment of which reflects social needs to further improve the constitutional system and pass to the new stage of its development.

Democratic essence of the newly established institution is reflected in involvement of a wide circle of representatives of the best intellectual forces of the state. It is also reflected in the fact that creative results of the specialists will be presented for a nation-wide discussion. The society itself will have the rights to say the decisive word and render the final verdict concerning the new version of the Constitution of Ukraine.

I am convinced that the improved Fundamental Law will become the legal model for creation and preservation of political, social, economic and humanitarian standards in Ukraine, and guarantee their real implementation. It will become a reliable instrument for ensuring protection of rights of all citizens in our country.

Let peace and understanding unite us all on the way to further development of the Ukrainian statehood, and facilitate concord and well-being of our nation. Congratulations on the Constitution Day!
