It was mentioned that the bill to amend the Law "On Forensic Examination" (re inclusion of the expert department of the State Customs Service of Ukraine to the list of subjects of forensic activity) (Reg.No.10193-1) is an alternative to the bill to amend the Law "On Forensic Examination" (re inclusion of the expert department of the State Customs Service of Ukraine to the list of subjects of forensic activity) (Reg.No.10193). People?s deputies noted that they are identical not only in content but have identical supporting documents (Explanatory Note and Comparative Table).
Parliamentarians paid attention to the fact that both bills are aimed at meeting the needs of customs bodies in the process of detecting offenses and obtaining evidence in proceedings concerning violation of customs rules and smuggling.
The abovementioned bills suggest including the expert service of the State Customs Service of Ukraine to the bodies that conduct forensic activities by amending the Law "On Forensic Examination".
People?s deputies believe that granting customs bodies with the right to conduct forensic activity will contradict the principles of admistration of justice on competitive grounds and lead to violation of one of the main principles of forensic activity: independence of expert.
