The Committee on National Security and Defence recommends that the Verkhovna Rada should adopt as a basis the bill to amend the Law "On Organisation of Defence Planning" (re refinement of the provisions of the Law)

The bill (Reg.No.10431) submitted by the Cabinet of Ministers suggests a new version of the current Law and determines the tasks, principles, types and order of conducting defense planning as well as the powers of state body authorities in this sphere. According to the bill "defence planning is the part of the system of state strategy planning regarding determination of goals, directions and priorities of security and defense forces development, tasks, measures and deadlines for their implementation, as well as personnel strength, armament, military and special equipment, amounts of material, technical, energy, financial and information resources, provant, land plots and waterway divisions, communications, funds and property to reach the necessary level of  capacity of defense and security forces".

 

The bill suggests defining "the key figures of defence planning".

 

The bill includes provisions regarding the main tasks of defence planning.

 

The bill settles the principles of defense planning and stipulates bringing the periods of defence planning in the Armed forces and other military formations in line with the periods of state development planning by amending the Law "On Organisation of Defence Planning".

 

The Committee members upheld the bill.
