People?s deputies, representatives of ministries and agencies, and NGO?s participated in the event.
The head of the Committee Anatoliy Hrytsenko stressed the necessity "to ensure performance of obligations of the state before people who served honestly, who are ready to leave reserve and protect their country, and who have been forgotten."
A. Hrytsenko drew attention to the fact that nowadays there is no program for providing persons dismissed from service or transferred to the reserve with dwelling, like the one that existed until 2009.
The first deputy head of the Committee Serhiy Hrynevetskyi noted that in 2005-2008 the program for provision with dwelling was not included into budgetary programs of the Ministry of Defense.
People?s deputies believe that the housing problem should be solved through cheapening of the system of mortgage loans and should be aimed at creating all the necessary conditions for improvement of social and household economic condition of citizens.
The topicality of solving the problem of provision with dwelling of persons dismissed from service or transferred to the reserve who are on housing list in local self-government bodies was stressed by the deputy head of the Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy Yuriy Serbin. He claimed that it is necessary not to invent new programs but to ensure proper financing of the existing ones.
The Head of the Department of the Ministry of Defense Borys Andresiuk supported the speakers in the necessity to find alternative variants of provision of military men with housing. He believes that this could be achieved through construction of housing without change of designation on the defense lands.
Deputy head of the Committee on Social Policy and Labor Yaroslav Sukhyi believes that the problem could be solved by uniting the forces of several power-wielding structures: financial, material and others for construction of specific objects.
Other participants of the event stressed the necessity to examine the possibility to conclude long-term agreements with all-Ukrainian veteran non-profit organizations, their centers in regions and districts that have the possibility to involve the companies founded by them into construction of housing.
Participants of the round-table discussion expressed proposals and suggestions concerning measures that could be taken to attract investments into construction of housing for military men and persons dismissed from service or transferred to the reserve, and members of their families.
By results of the round-table discussion, members of the Committee recommend that the Cabinet of Ministers should elaborate and submit for consideration by the Verkhovna Rada the bill stipulating amendments to the laws "On Regulation of Urban Construction" and "On the State Budget of Ukraine for 2012" regarding subventions from the general fund for construction and purchase of dwelling for military men and members of private corps and senior officers transferred to the reserve or dismissed for reasons of health, age, service record or reduction in force, as well as members of families of those persons who were killed in the line of duty; "On Local Self-Government in Ukraine" regarding allocation of minimum 15% of funds stipulated in the local budget for construction of housing for persons transferred to the reserve or dismissed from service.
The Committee also recommends that a new version of the law "On Social and Legal Protection of Military Men and Members of Their Families" should be elaborated.
Relevant recommendations will be sent by the Committee to the Ministry of Defense and the State Service on Matters of Disabled Persons and Veterans.
