The Law sets the criteria of presence (lack) of technical capacity to attach the customers? electrical installations. The body in charge of state supervision in the sphere of electrical energy shall issue an expert review of this matter.
To protect consumers? rights, the Law sets out the maximum term of delay in accession to the networks of natural monopolies entities, namely, not more than three years. Three years is a maximum period to finance the necessary measures for accession.
According to the Law, legal relations connected with attachment of customers? objects to electrical and gas networks is regulated by the legislation which was valid before the entry into force of the current law and only if technical conditions for interconnection to the electric or gas networks were issued to the customer before January 1, 2013 and the construction of such objects was started before July 1, 2013.
The law comes into force on January 1, 2013.
