On adjustment of the bill "On non-governmental organizations" to the second reading

Working group set up to adjust the bill "On non-governmental organizations" (Reg. No. 7262-1) to the second reading held its meeting on February 3, 2012, at the Committee on State Building and Local Self-Government, chaired by people?s deputy Vasyl Demchyshen, head of the sub-committee on state building.   

 

The working group has almost adjusted the bill to the second reading. The concept and key provisions of the bill passed in the first reading were preserved.  

 

Under the bill, not only the citizens of Ukraine, but also legal entities of private law, foreigners, and stateless persons can establish and participate in the non-governmental organizations; NGOs can act throughout the whole territory of Ukraine, not only in particular administrative and territorial units; the registration of NGOs is simplified.   

 

It was necessary to consider Recommendation CM/Rec(2007)14 of the Committee of Ministers to member states on the legal status of non-governmental organisations in Europe, and to draft and effective document which could be implemented by the public.  

 

As it was said, the balance was reached, facilitated by a fruitful work of all the members of the working group.

 

The bill will be submitted for the second reading, after all remarks and proposals voiced at the session are worked out.
