We need to find a universal compromise in regard to land issues - V. Lytvyn

We need to talk not about the law on land market but about the law on commerce in agricultural land, claimed the Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn on Thursday in his interview to Channel 5.

 

V. Lytvyn noted that during the next session the Parliament should consider 830 bills, including a number of "sensitive" ones that could become the reasons for blocking the work of the Parliament by the opposition. Nevertheless, he said that "the opposition should manifest itself". "The opposition has the right to criticize and deny," he said. "It is preferable that they also have alternative proposals".

 

According to the Chairman of the Verkhovna Rada, almost 200 issues have already been prepared for parliamentary consideration. At the same time he noted that it is necessary to pay attention to controlling implementation of the adopted laws.

 

Stressing the importance of land legislation, V. Lytvyn noted that first of all it is necessary to talk not about the law on land market, but about the law on commerce in agricultural land. The law on land market (Reg. No. 9001), adopted in the first reading during the previous session, "is of national importance and every citizen should have at least neutral attitude to it".

 

The Chairman of the Verkhovna Rada informed that after the law was brought to the attention of the public, there appeared many proposals from citizens and associations, among which are many critical ones. He stressed that, taking into account national importance of this problem, it would be better not to be in a hurry to adopt this law. "Perhaps, after the committee has analyzed all remarks and suggestions, it will be necessary to hold another parliamentary hearing, but on one condition: the parliament will be hearing and experts will be talking," said V. Lytvyn. "There will be less political proclamations and more sense. It is not necessary to speed the process of adopting the law. Then the opposition will have one point less for criticism?.

 

According to the Head of the Parliament, such approach is supported by the President of Ukraine. V. Lytvyn stressed that "we should prevent divorcing the farmers from the soil; we cannot ruin their usual lifestyle; we should prevent decrease in agricultural production; and, what is most important, we need to have universal compromise". "We need to come to a compromise. Therefore, this issue is not on the agenda for the coming weeks," he said.
