The bill (Reg. No.9120) suggests postponing the hearings on October 5, 2011.

Committee Chair Viktor Shvets stated, "Society realized the necessity to reform the system of bodies of the Ministry of Internal Affairs, and introduce the European standards. However, this reform lacks a concept. The hearings should be held, as it is important to increase the number of solved crimes, optimize the methods of support of public order and public security during the mass protests and other events, improve efficiency of investigative activities, and foreground the areas of state criminal-legal policy to de-criminalize the crimes which lost social danger."

The committee members upheld the idea of hearings, since they will let the People´s Deputies listen to the representatives of law-enforcement agencies, society, and research institutions, define the concept of reforming the system of bodies of the Ministry of Internal Affairs of Ukraine, and introduce new European standards.
