The Committee on the National Security and Defence supports the Bill on the State Program of Socio-Economic Development of Ukraine for 2012 and Fundamental Trends of Development for 2012 and 2014

The committee scrutinized the bill (Reg. No.9195) in part of strengthening national defense. The committee members drew attention to the insufficient financial support of the Armed Forces of Ukraine last year, which is one of the main reasons of their low operational readiness, inadequate modernization and military engineering, and non-fulfillment of social programs to protect military servants and their families. Thus, the People´s Deputies are convinced that to facilitate successful performance of the program, profound changes should be made in the fiscal policy in defense sphere. First of all, financial support of the industry shall not be less than 1,35% of GDP.

 

The committee members suggested a new version of chapter 5 "Strengthening Defense Capacity of the State." Namely, the Cabinet of Ministers shall focus on the following tasks:

 

1. Preparation of combative force and divisions of the Armed Forces of Ukraine for the priority tasks by restoring serviceability status of their weaponization and military equipment.

 

2.  Considerable cut-down on the management bodies in the structure of the Armed Forces of Ukraine.

 

3. Exclusion of excessive or outworn movable and real military property, infrastructure objects, military posts, etc.

 

4. Revision of mobilization training fundamentals of Ukraine with account for peculiarities of modern military conflicts, state defense policy, and experience of the European states.

 

5. Improvement of the human resources policy to strengthen the Armed Forces of Ukraine.

 

6. Strengthening of social security of the military servants and their family members by providing financial security, services and permanent housing, and improving social conditions in military towns.

 

The committee sent the proposals to the specialized committee.
