The bill (Reg. No. 7064) amends the Decree of the Cabinet of Ministers "On Standardization and Certification", the Water Code, and the laws "On Consumer Rights", "On Disease Control", "On Pesticides and Agrochemicals", "On Tourism", "On State Regulation of Production and Turnover of Ethyl Alcohol, Cognac and Fruit Spirit, Alcoholic Beverages, and Tobacco Goods", "On Standardization", "On Drinking Water and Drinking Water Supply", "On Fish, Other Water Living Resources, and Foodstuffs produced from Them", and "On Milk and Dairy." The bill replaces mandatory certification of foodstuffs with other methods of control over their quality and safety.

The committee members believe that adoption of the bill might result in the loss of control over the quality of production, increasing the risk of consumption of low-quality food staples, foodstuffs, drinking water, alcoholic beverages, and tobacco goods.
