Deputies of Ukraine S. Mishchenko, V. Tolstenko, E. Shyshkina and R. Kniazevych and
Co-Rapporteurs of the Committee on the Honouring of
Obligations and Commitments by Member States of the Council of Europe
(Monitoring Committee) Marietta de Pourbaix-Lundin, Mailis Raps and B. Klein attended the meeting.
Committee Chair S. Mishchenko focused on the importance of constant monitoring of Ukraine´s commitments to the Council of Europe.
S. Mishchenko declared, "To observe human rights and liberties in Ukraine, reforms of criminal justice and law-enforcement system must be initiated by the end of 2011." He is convinced that "the reforms should aim at combating such negative processes as violation of fundamental principles of the European Convention on Human Rights during arrest, detention, and pre-trial investigation." The Committee Chair attaches great importance to the solution of above-mentioned issues and scrutiny of a new version of the Code of Criminal Proceedings of Ukraine and new laws on the police and prosecution.
Co-Rapporteur of the Committee on the Honouring of Obligations and Commitments M. Raps focused on legislative solution of the issues concerning peaceful meetings, observance of human rights during detention, domestic violence and xenophobia manifestations. These issues, according to the Co-Rapporteurs, are most common in Ukraine.
