Namely, the bill "On
Ratification of the Nationwide Mineral Resources Base Development Program of
Ukraine for the Period till the Year 2030" (Reg. No7360) was adopted as a
Law in entirety. The Law presents a new version of the Law "On Amendments
to the Law of Ukraine "On Ratification of the Nationwide Mineral Resources
Base Development Program of Ukraine for the Period till the Year 2010" as
the Law "On Amendments to the Law of Ukraine "On Ratification of the
Nationwide Mineral Resources Base Development Program of Ukraine for the Period
till the Year 2030." The amendments prolong the Program till the year
2030, assess the general state of mineral resources base of Ukraine, and set
its directions as to the types of raw materials, mechanisms, stages and
expected results of its implementation, calculation of funding, and measures to
be taken.
The Verkhovna Rada also adopted as a Law the following bill - "On Moratorium on the Change of Target Purpose of Recreation Lands in Cities and other Population Centers" (Reg. No2443). The Law imposes a moratorium on change of target purpose of recreation lands. It charges executive power bodies and local self-government bodies with development of recreation territories. Under the Law, the moratorium is imposed on a five-year-term on all the recreation lands irrespective of the property form in cities and other population centers, namely, on land plots of green zones and green belt; lands plots of physical training and sport facilities. The moratorium is not extended on the social relations caused by: major reconstruction of neighborhoods (outland districts) of out-of-use housing facilities; transfer of recreation lands for social needs; transfer of land plots pursuant to the land development projects; project urban construction after receipt of licenses in established order before this Law comes into effect. The Law contains norms on the control over the observance of the moratorium on change of target purpose of recreation lands in cities and other population centers.
The Verkhovna Rada also adopted the bill "On Amendments to the Law "On Fauna" (re Strengthening of poaching counteraction) (Reg. No6458-1). The Law prohibits manufacture, sale and use of poaching tools, and import of traps, electric fishing systems (electric fishing rods) and synthetic nets in Ukraine. The Law supplements the applicable Law with a new clause 52-1 "Prohibited Tools for Animal Catch" that "prohibits manufacture, sale and use of poisonous and anaesthetic agents, barbed, leadening and trap-like tools of catching, electric fishing systems (electric fishing rod), explosives, bird lime and synthetic nets." The Cabinet of Ministers ratifies the exhaustive list of prohibited tools and the procedure of their confiscation.
