Chairman of the Verkhovna Rada of Ukraine V. M. Lytvyn met Gherardo Casini, Head of the Office of the UN Department of Economic and Social Affairs in Rome, Executive Coordinator of the Global Centre for ICT in Parliament.

 

The participants of the meeting discussed direction and format of expectable cooperation of the Verkhovna Rada of Ukraine and Global Centre for ICT in Parliament.

 

V. Lytvyn declared that the work of Global Centre "is the work of future, utterly important for the development of information society." He emphasised that the Ukrainian Parliament is interested in expert and technical reviews of research-technical projects, and in practical cooperation.

 

In his turn, G. Casini considers information system development and growth of the open society as a fundamental task of the UN. The goal of Center´s work is to strengthen the role of parliaments in the formation of information society through adoption of legislation on the information and communication technologies in line with the decisions of the World Summit on the Information Society, and to facilitate use of information and communication technologies to improve parliamentary processes, increase transparency, responsibility of the parliament, and participation of citizens in legislative process, as well as enhance inter-parliamentary cooperation.

 

According to G. Casini, Global Centre for ICT in Parliament intends to achieve these goals, simultaneously implementing the tasks and research tools, coordinating actions, rendering technical assistance, and unifying information and resources through legislative initiative of authorities in the whole world irrespective of the rate of economic development. The Head of the Office of the UN Department of Economic and Social Affairs is convinced that the parliamentarians shall lead this process, heading the development of information and communication technologies.

 

The Chairman of the Verkhovna Rada of Ukraine called for implementing the concept of e-parliament to "stand closer to the society." V. Lytvyn expects that strengthening of cooperation with Centre for ICT will give an opportunity to use the advantages of the information technologies and make legislative initiative more transparent to the public.

 

The Head of the Ukrainian Parliament stated, "Democracy is an obligatory condition for the development of the Ukrainian society. Public should be involved in decision-making as much as possible for the benefit of our state. We shall strengthen our work in this direction, and we rely on your support. "

 

The Head of the Office of the UN Department of Economic and Social Affairs presented the Chairman of the Verkhovna Rada of Ukraine with the latest global report on e-parliament which helps review the use of information and communication technologies in the world. G. Casini suggest holding the World e-Parliament Conference 2012 (October-November 2012) in the Verkhovna Rada of Ukraine with participation of the UN, Interparliamentary Union, Speakers and member of the national parliaments.

 

V. Lytvyn supported the proposal which still requires extra discussions.
