During the third part of the OSCE PA session dedicated to the role of the OSCE in resolution of the Nagorno-Karabakh conflict, Ukrainian delegation headed by the Chairman of the Committee on Foreign Affairs of the Verkhovna Rada of Ukraine, Deputy Chairman of OSCE PA Oleh Bilorus, expressed deep concern about the situation in Azerbaijan and other states, and called for taking urgent measures to facilitate settlement of the conflict in a peaceful manner.

 

O. Bilorus focused attention of the OSCE PA member-states on the resolution "On Frozen Conflicts" (2009) which deals with the international measures to prevent conflicts.

 

O. Bilorus called for setting up the international tribunal to supervise the action plan on the resolution of conflicts and implementation of this action plan. The decision of the body shall be legally binding.

 

The Ukrainian parliamentarian believes that "it will be effective to entrench several new international norms to envisage international sanctions and responsibility for incitement and freezing of international conflicts, especially the ones connected with crimes against people and humanity."
