The bill (Reg. No. 9011) sets the criteria of presence (lack) of technical capacity to attach the customers´ electrical installations. The body in charge of state supervision in the sphere of electrical energy shall issue an expert review of this matter.
To protect consumers´ rights, the bill sets out the maximum term of delay in accession to the networks of natural monopolies entities, namely, not more than three years. Three years is a maximum period to finance the necessary measures for accession.
The committee concluded that according to the subject of legal regulation the bill refers to the power industry, including nuclear power. Legal relations in this sphere are regulated by the Treaty on the Functioning of the European Union, Directive 2003/54/EC of the European Parliament and of the Council concerning common rules for the internal market in electricity repealing Directive 96/92/EC.
The committee concluded that the bill conforms to the above-mentioned international documents and the European law.
