The bill (Reg. No. 8701) harmonizes provisions of the Law "On Prevention of Cruelty to Animals" with the Model Law on Animal Treatment recommended by the Interparliamentary Assembly of CIS Member-Countries, and establishes legal and organizational measures to protect the public from the dogs of potentially hazardous breeds.

The People´s Deputies deem necessary to regulate animals´ registration in the Law "On Prevention of Cruelty to Animals" (to define breeds of animals subject to compulsory registration, registration bodies, terms etc). These issues shall be coordinated with the Law "On Veterinary Medicine" which sets general requirements for "animal identification."

The bill does not specify responsibility for the refusal to register or insure such dogs.
