It is necessary to respect the Fundamental Law, follow the Constitutional Principles and not to search Loopholes in the Law

 

V. Lytvyn, Chairman of the Verkhovna Rada of Ukraine, made the foregoing statement in the article "How to Eliminate Drawbacks of the Constitution", published in Holos Ukrainy newspaper on the eve of the 15th anniversary of adoption of the Constitution.

 

Volodymyr Lytvyn emphasized, "The Constitution consistently and systemically set new structural fundamentals of the state existence attention to the citizens, observance of their rights and freedoms in the light of principally new civilization values." "It compelled the subjects of the legislative work to implement systematic reforms into the legal system of Ukraine, starting from the legislation," he stated. Moreover, V. Lytvyn declared that adoption of the Fundamental Law "laid real grounds to support stabilization of the situation in Ukraine". "The Constitution became a powerful promoter of post-Soviet changes, and started reforms in all vitally important spheres," he believes.

 

However, Volodymyr Lytvyn admitted that the Constitution "becomes an object of competition in searching for the ways to adjust it to personal interests and political situation." "Hence, every anniversary of the Ukrainian Constitution becomes a new threshold of challenges and another barrier in the political race", the Head of the Parliament is convinced.

 

The Chairman of the Verkhovna Rada of Ukraine believes that implementation of the Constitutional norms is problematic. "If some Constitutional provisions are not being fulfilled properly, it is not a fault of the Fundamental Law, but of the society, its mental state and the lack of responsibility before the fundamental principles of the social-political life. 'Quality' of relations with the Fundamental Law can be easily 'tested' and evaluated during the elections, when the range of social problems becomes obvious", the Head of the Ukrainian Parliament stated.

 

V. Lytvyn deems necessary to appreciate the Constitution as a fundamental legal act for every citizen. "It is more difficult to live by the Constitution, although we are obliged to observe its requirements." Our Constitution loses its mythological character. It becomes an accessible document. It is able to help everyone, thus we shall respect it and learn how to live according to its provisions," he declared.
