Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, called for improving the Legislation to fulfill the Constitutional Norms

 

"The Constitution will not stand spontaneous law-making, since it requires a definite strategy of state development", V. Lytvyn emphasized in the article "How to Eliminate Drawbacks of the Constitution", published in Holos Ukrainy newspaper on the eve of the 15th anniversary of adoption of the Constitution.

 

The Head of the Parliament deems necessary to understand that the Fundamental Law can be formed in the society under the conditions of structural development and thorough work upon the constitutional legislation and its main directions. According to the Chairman, such areas include civil rights, liberties and obligations, election and referendum legislation, self-government laws, organization of public authority and administrative-territorial system.

 

V. Lytvyn emphasized that it is not the Constitution that falls behind the modern life, but it is legal groundwork that does not conform to the Fundamental Law.

 

The Chairman of the Verkhovna Rada of Ukraine attaches great importance to the establishment of special institutions and legal tools to protect the citizens; appropriate legal environment for the social development; the system of efficient state assistance and human rights protection.

 

According to V. Lytvyn, election legislation, local self-government laws, and the laws on referendum need strengthening.

 

"There is still a one-sided approach to the understanding of the legislative background of the unitary state system, especially regarding delineation of competence and powers of central and local authorities", the Head of the Verkhovna Rada admitted.

 

There are a lot of gaps in the legislative regulation of issues specified by the Constitution of Ukraine. A great number of necessary laws have not been adopted yet, although the Constitution of Ukraine envisages their adoption. It concerns the laws on state symbols of Ukraine, on peaceful meetings, on administrative-territorial system, on interim and interim inquiry panels of the parliament, on the State Property Fund, on the Prosecutor's General Office of Ukraine, on special status of Sevastopol city, the Code of Criminal Procedures, etc.

 

The Chairman of the Verkhovna Rada of Ukraine deems necessary to take action to protect the Constitution of Ukraine and make all the citizens respect it.
