The report
states that sanitary hygiene is the primary need and a means of support of
better health condition, while proper sanitary and hygienic conditions of
settlements prevent spread of diseases and improves the quality of life.
The World Health Organization defines sanitary hygiene as a chief condition of global healthcare, continues to assist the member states in the improvement of sanitary conditions, responds to the sanitary and hygienic needs, and takes action to implement the international medical and sanitary regulations.
The report contains a statement, whereby sanitary and phytosanitary measures are measures taken to protect human and animal life from the risks invoked by food supplements, pollutants, toxins, and causative microorganisms. The primary goal of these measures is to protect human life from diseases transmitted by plants or animals; to protect human and animal life from pests, diseases or causative microorganisms; to prevent or limit other damages to the country from appearance and spread of pests. Sanitary regulations restrict or prohibit import and marketing of particular kinds of animals or animal products to prevent appearance or spread of pests or diseases transmitted by them.
The report states that most BSEC member states took over a developed Soviet network of health and disease control establishments which are currently working in different forms of ownership and administration. Epidemiological surveillance and environmental monitoring are tackled by different ministries in nearly all BSEC member states.
The report states the importance of strengthening and coordinating the system of response to the public sanitary needs on the regional, national and transnational levels by means of extending the principal resources of the healthcare system, fostering international cooperation and disseminating information about risks. Investments into sanitary hygiene return great dividends in the form of public health.
The report also calls for raising public awareness about the priorities of sanitary hygiene to take action among all groups of population and ensure public involvement.
