Presenting the
governmental bill (Reg. No. 9001-1), Minister of Agrarian Policy and Foodstuffs
of Ukraine Mykola Prysiazhniuk stated that it is a fundamental bill on the land
reform in Ukraine. "Development of this document has for the first time
consolidated all branches of power," the minister stressed.
The minister emphasized that participation of the foreign capital in the purchase of agricultural lands is excluded. Moreover, to prevent speculation of agricultural land plots, the bill introduces differentiated rates of state duty for certification of agreement on the transfer of title to the land plots (up to 60 per cent of the normative estimated money value; up to 100 per cent in the event of condemnation of land in the first year).
People´s Deputy Hryhorii Smitiukh presented the bill (Reg. No. 9001). He informed that the bill sets up the State Land Fund and the State Land Bank, determines their basic functions and authorities.
"The State Land Bank of
Ukraine is a specialized bank establishment set up in line with the law which
is granted an exclusive right to perform bank operations with the agricultural
lands. The main function of the State Land Bank is performance of bank
operations with agricultural lands," H. Smitiukh stressed.
