The Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl Disaster recommends the Parliament to reject the Bill on Amendments to the Code of Ukraine on Mineral Resources regarding Protection of Rights of Ukrainian Citizens to Underground Fresh Water, and Preservation of Water for the Future Generations

 The bill (Reg. No.8516) amends the Code of Ukraine on Mineral Resources. Under the bill, within the borders of the respective land plots, the landowners and land-users have the right to extract mineral resources of local significance and peat for their personal use without any licenses and concession. The depth of extraction shall not exceed two meters, while the depth of water extraction shall not exceed 20 meters on condition that efficiency of water withdrawal does not exceed 1 cubic meter per hour per person.

 

The Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariate expressed several remarks regarding the bill. Namely, the amendments to part 2 clause 24 of the Code of Ukraine on Mineral Resources shall be introduced only after the Cabinet of Ministers sets the order of state supervision and registration in this sphere, as envisaged by chapter II of "Final Provisions" of the Law "On Amendments to Clause 23 of the Code of Ukraine on Mineral Resources regarding Underground Water Production."
