The primary goal of the bill (Reg. No.8597) is to strengthen state policy in the sphere of urban development; to strengthen and personify responsibility of urban developers for the violation of legislative requirements, construction rules, state standards and rules; to ensure durability, safety and lasting quality of buildings.

The bill amends the Code of Ukraine on Administrative Infringements, the Criminal Code of Ukraine, and the Laws "On Electric-Power Industry", and "On Architectural Activity." The bill presents a new version of the Law "On Responsibility for Infringements in the Sphere of Urban Development."

Under the bill, infringements in the sphere of urban development are considered as unlawful acts (activity or inactivity) of urban developers legal entities and sole proprietors - which led to the non-compliance with the legislative requirements, construction norms, state standards and rules.
