As it was announced by the Secretariate of the Committee, among the main legislative acts prepared by the Committee for the scrutiny in the session hall are bills "On Amendments to the Fundamentals of Health Legislation of Ukraine regarding Improvement of Medical Assistance" (Reg. No8602) and "On the Reform of Healthcare System in Vinnytsia, Dnipropetrovsk, and Donetsk Regions and in Kyiv" (Reg. No8603)
The Law "On Amendments to the Fundamentals of Health Legislation of Ukraine regarding Improvement of Medical Assistance" defines the concepts "health", "health care establishment", "medical assistance", "medical care", and "patient"; sets the standards of the healthcare system, which includes state social norms and branch standards. Under the Law, medical assistance shall be rendered on a free-of-charge basis at the expanse of budget funds by the health care establishments and doctors performing business activity as sole proprietors, the agreements on medical assistance being concluded. Under the bill, conclusions of agreements on free medical assistance shall be regulated by a separate law.
The Law "On the Reform of Healthcare System in Vinnytsia, Dnipropetrovsk, and Donetsk Regions and in Kyiv" separates healthcare establishments in terms of structure and organization, and financial and economic status by the types of medical assistance (primary, secondary, tertiary, emergency), establishing the centers of primary medical-sanitary assistance, medical institutions specialized by the profile and intensity as the units of hospital districts and tertiary healthcare establishments. The Law also applies management by objectives in the budgeting to allocate budget funds from the budgets of respective levels by the types of medical assistance, and introduces medical treatment contracts.
Moreover, the Committee organized and held: visiting session: "On state of Preparation and Perspectives of the Implementation of Experiment on Reformation of Medical Services in Vinnytsia Region" (March 10-11, 2011, Vinytsia city); hearings in the Committee "On Immunization Schedule" (March 18, 2011); Parliamentary Hearings "On State and Perspectives of the Development of Pharmaceutics Industry in Ukraine" (June 15, 2011); extended meetings of the Committee "On Immediate Measures to protect National Market from the Low-Quality Medicines and Improvement of the Monetary Policy" (July 13, 2011).
